No, it is simply when Norton products determine a file has a "low reputation". This is normal for a new file, after all it cannot have a high reputation before it is even being used!

You can always submit it as a sample to Norton if you are worried. We do in a attempt to get them white-listed but every submission helps!
Manually submit an item to Symantec
In the past it was called WS.Reputation.1 but now has a brand-new fancy name. There is nothing "heuristic" about it, it is just a reputation identifier.
